Finance / Disbursement Specialist

Specializing in ESIA studies, site investigations, and laboratory research, the company offers vital site supervision owners and lenders engineering services. Notably, Assystem Türkiye plays a pivotal role in major projects like power generation, and the construction of the Akkuyu nuclear power plant.

Are you experienced in financial compliance, disbursement procedures, and international financing institutions? We’re looking for a Finance / Disbursement Specialist to join our team and support the implementation of a high-impact infrastructure project in collaboration with the European Bank for Reconstruction and Development (EBRD).

• Ensure compliance with EBRD Financing Documents and the EBRD Disbursement Handbook for Public Sector Clients (2019)

• Set up and maintain effective financial management systems, including project accounting, budget tracking, and payment monitoring

• Assist in the management of project and debt service reserve accounts, ensuring documentation is in line with EBRD requirements

• Support the PIU (Project Implementation Unit) in fulfilling all compliance and reporting obligations, including audit support and disbursement conditions

• Develop systems to track compliance with all covenants, warranties, and representations, and train the client on recordkeeping

• Guide the PIU in preparing disbursement requests and ensure timely and accurate submission

• Assist with report preparation and submission, tailored to the specific requirements of the Financing Documents

• Create custom reporting templates for recurring submissions to EBR

• 
  Proven experience in financial project management and disbursement processes, preferably in public sector or IFI-funded projects

• Strong knowledge of EBRD financial guidelines or similar institutional frameworks

• Ability to provide training and capacity building to PIUs or similar project teams

• Excellent attention to detail, organizational skills, and experience with compliance tracking systems

• Professional fluency in English (written and spoken)
