1.    Post Context/Post Summary

 

Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.

The Support Directorate is responsible for providing LANDCOM with organizational structures, personnel, logistics, communications and information systems and base support.

The G4 Division provides advice on Logistics to the Command, to the Land Operations Planning Group and to the Combat Readiness Evaluation teams.

The Supply and Services Branch provides advice on the provision of goods and services for operations planning and execution to LANDCOM and to the Joint Logistics Support Group.

The Staff Officer (Fuel) is responsible for all matters related to Class III Fuels in general, monitoring stocks, installations, supply lines and leading times and contributing to the operations planning.

2.    Principal Duties

The incumbent's duties are:

a.        Responsible to the Branch Head for all matters related to Class III Fuels in general.

b.        Participate to meetings, conference and workstrand related to the Fuel Supply Chain.

c.         Contributes to all LANDCOM standardization activities related to Class III.

d.        Monitors and reports the status and availability of fuel stocks and POL products for LANDCOM subordinate units in exercises and operations.

e.        Supports the Supply and Services Branch for any Class III issues.

f.         Establishes the necessary links on working level within JTF J4, JLSG HQ, CCs and subordinated units G4/S4.

g.        Proposes preventive/mitigating actions to the Branch Head in case of shortfalls with Class III supplies.

h.        Interacts on a daily basis with other HQ Branches in order to coordinate, assess and address overlapping issues.

 

3.    Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

May have to travel on duty or deploy within and without NATO area for up to six months in any eighteen month period

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4.    Essential Qualifications

a.    Professional/Experience

(1) Military Logistics (General)

Activities that involve logistics management. Participates in the overall planning, organizing, and directing of programs, services, and support activities carried out through all logistics functions. Develops plans and policy guidance to implement logistics management programs. Directs and administers a positive management- oriented logistics management program.

Skill Level (Enable)

Works under general direction within a clear framework of accountability. Exercises substantial personal responsibility and autonomy. Plans own work to meet given objectives and processes.  Influences customers, suppliers and partners at account level. May have some responsibility for the work of others and for the allocation of resources. Participates in external activities related to own specialism. (2) Petroleum Oil and Lubricants Logistics

Activities to manage petroleum, oils and lubricants  operations including procurement and determination of bulk and packaged petroleum, oils and lubricants requirements, as well as the storage, distribution and quality assurance of all petroleum products.

b.    Education/Training

University Degree in logistics, transport, electrical engineering, mechanical engineering, business administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

a.    Professional Experience

Experience working in NATO Fuel Supply Chain work strands.

b.    Education/Training

• NATO Logistics Introductory Course (NLIC) (LOG-LG-16835) provided by Turkish PfP Training Centre, Turkey

• NATO Petroleum Strategic Course (NPSC) (LOG-LG-2710) provided by NATO - School Oberammergau (NSO)

• NATO Logistics Operations Course (NLOC) (LOG-LG-24423) provided by NATO - School Oberammergau (NSO)

6.    Attributes/Competencies

The incumbent will need to apply an analytical approach in order to collect a multitude of logistic data on supply and equipment from different units, and subsequently to elaborate an overall assessment of the logistics status of the aforementioned units. The post holder will be required to analyse the available data and produce findings and recommendations; therefore, the individual should be able to properly understand a problem and assess potential solutions, thus requiring a certain level of creativity.

7.    Additional Information

a.    Allowances

Members of the staff who fulfil the conditions of eligibility laid down in the Civilian Personnel Regulations shall receive the appropriate allowances/supplements. Some of the allowances are installation allowance, expatriation allowance, family allowance and education allowance. Please refer to Chapter VII of the Civilian Personnel Regulations for details.

In line with the bilateral agreement, the NATO International Civilians who are neither Turkish nationals, nor permanent residents in Türkiye are granted various privileges and tax exemptions (covering purchase of motor vehicles, motorcycles, caravans, trailers, fuel, household furnishing and appliances and other similar items).

c.    Contract

This vacancy notice is for a NATO-2030 agenda project-linked NATO International Civilian (PLN) post. This post is limited to a three-year definite duration project.
